He will also celebrate Confirmation in the Extraordinary form at Sacred Heart on April 22. Time TBA and at the moment the date is somewhat tentative..

With gratefulness to Pope Benedict slow changes are occuring in the area along with a priest from the Fraternity of St. Peter coming on Sundays and a TLM at Notre Dame when classes are in session. Unfortunately at Notre Dame the campus ministry does not seem to support the TLM mass very well- they still do not advertise it along with the masses of Ordinary form and they do not support a choir and choir director for it and state that only notre dame students, staff and faculty with guests may attend. It is a great step forward nevertheless.

effort have formed a scholar which chants this Mass from time to time. Moreover, you should be aware that at the Basilica itself a great

You are right. It is a great step forward for the University.
However, I think you are being a little too hard on Campus Ministry and the University.
Campus Ministry has been very supportive. Please check out their website again. There is a whole page dedicated to the Extraordinary Form, with a short explanation, and they update it every week in order to post the Epistle and Gospel for each Mass. There are also a number of helpful links.

Also, a number of the members of the Campus Ministry staff are regular attendees at the TLM on campus, and also at the St. Patrick’s TLM, downtown.
The University’s support has been astonishing considering that this same University was the driving force in the late 60s that led to so many abuses in both the TLM before 1970, and the Novus Ordo afterwards. It is nothing short of a miracle, that’s for sure. While I’m sure that many, if not most, of the faculty and administration look askew upon the TLM, there is still a significant, but ever growing, minority that love Tradition and the Extraordinary Form, especially in the Classics and Architecture departments. Brick by brick as the saying goes around here.
As far as having to be a member of the Notre Dame community to attend, I, as a layperson, and as someone outside of the Notre Dame community couldn’t agree more. The Mass is in a chapel in a residential hall. There are security and privacy considerations that should be taken seriously. Secondly, laymen should be active members of their own parishes, and attending the TLM at Notre Dame could hinder one’s responsibilities to his parish and diocese.
There is a thriving Traditional Latin Mass Community in South Bend already, administered by the FSSP. Laymen in South Bend attached to the TLM who do not belong the Notre Dame Community are more than welcome to join the St. Mother Theodore Guerin Latin Mass Community at St. Patrick Catholic Church.
