Father .. this could be a few different things.
1) Make sure your system time is correct. [Already did that.]
2) Could be an internet security package (AVG/Avast/…) mucking with HTTPS connections [Still happens when disabled.]
3) Try the suggestions here: https://support.google.com/chrome/answer/6098869?hl=en – i.e. opening pages in Incognito mode, disabling extensions, etc. [Tried that. It’s also happening in Firefox.]
Father, I’d also be weary if you were on a open, public WiFi network. [I’m not.] May want to check what access point you’re on. [It’s okay.] Also, the link from the previous comment sounds about right. Would be very bad if Google’s own search page had expired/invalid certificates.

Temporary thing to to (too much of a pain on a phone, but works okay on a laptop) – click in the URL, and where it says https://etc., erase the “s” so that you have http://etc.
You can get information about what certificate is causing the problem if you click the lock with the red X next to https:// in the location bar.
You might also check and see if you actually have expired certificates on your computer (vs. something’s gone wrong at your ISP or somewhere else up the chain): http://kb.mit.edu/confluence/pages/viewpage.action?pageId=42237953
Use IE with browser add-ins disabled. Click start, select run and enter: iexplore -extoff
That will start IE with all add-ins disabled. Can you browse? Still have an error? Then download malwarebytes free, install it, update it, disable other AV programs, preform full scan.
Does this occur on multiple networks or just your home network? Have you tried another computer on the same network to assure that it really is just this one computer that has problems? If you isolate to just one computer then I would bet that you have a root kit on your computer that is redirecting your google traffic.
Technology glitches take up sooo much of my time. Malwarebytes (got the premium) has been a welcomed addition to my computer.
