Well, it is obvious what the X-Axis represents, so that was an oversight on my part.
I think the Y axis represents number of Masses per Sunday.

Hence, thanks to Pope Benedict XVI the availability of traditional masses (in full good-standing with the Holy See) has multiplied by 10.
