This is a chapel off the main part of the church of San Paolo alla Regola, near the Isola Tiburtina and the Tiber River. It marks the area where Paul was under arrest and teaching after he arrived in Rome as a prisoner.
I recently watched a story about this spot in a marvelous 4-part series called “Le Pietre Parlano” (The Stones Speak) produced for TV2000, which is available on YouTube.
The series covers the time from the very first Jewish Christians in Rome (including Paul’s friends Priscilla and Aquila) to the martyrdom of St. Ignatius of Antioch in Rome around AD 110. The segment on St. Paul begins towards the end of the first video while the part about Paul’s time in Rome and at this site is in the second episode around 13:00. Here is the link to the second episode: https://www.youtube.com/watch?v=otAaSLUtO1w&list=LL&index=7&t=42s .

I would highly recommend this series “Le Pietre Parlano” because of the excellent videos and commentaries on so many archeological and historical sites that are unfortunately likely to be closed or being restored when you might happen to arrive.
