Rxe3 attacks the queen and sets up a several opportunities for white. If black tries to move the queen, then d7 is coming. My take:
1. Rxe3 Qxe7
2. Rxe7 . . .
Black doesn’t have any great moves in that position. b6 would allow axb6 and create another passed pawn. A king or pawn move would not accomplish anything.

3. d8 (-> queen) Rxe7
4. Qxe7
2. . . . Rc7
3. Re8+ Kh7
4. d8 (-> queen)
2. . . . Rd8
3. Re8+ Rxe8
4. dxe8+ (-> queen)
I came up with:

If black responds with Rd8, then the Qxd8+
If black responds with Qd7, then the Qxd7 and the game is afoot
If black leaves the rook in place then the pawn on d7 advances and promotes while also putting black in check. At that point the King is forced to move to h7.
Too many options, including starting with Rxe3.
