I just watched the video stream of The Extraordinary Ordinary, His Excellency Most Reverend Robert C. Morlino, Bishop of Madison, offering the opening prayer of the Wisconsin Senate on a day when the Senate voted to ban abortion after 20 weeks.
The prayer had to conform to some Senate rules, but His Excellency made his points.

The bill – Pain-Capable Unborn Child Protection Act (SB 179/AB 237) – now goes to the other chamber. Gov. Walker is expected to sign the legislation.
Planned Parenthood and the other exponents of Bill Business Abortion are fighting the bill to protect children.
I also heard them read the resolution of the Senate about the death of a WI Trooper, Trevor Casper. “OFFICER DOWN!” Say a prayer for him and his family.
Remember, friends, “all politics is local”. You should get involved with your state and federal legislators. Know the issues. Give your recommendations to your representatives at the state and national levels. As a matter of fact, I had an exchange with the office of my rep today about a bill that interested me. They pay attention when you take the time. Sometimes it makes a difference. If you do nothing all the time, you won’t make any difference all the time.

Abortion is the high sacrament of Satanism. Debbie Wasserman Schultz and Hillary Clinton will be foaming at the mouth if this bill passes.
I wouldn’t support the Pain-Capable Unborn Child Protection Act. Opposition to abortion has nothing to do with unborn children feeling pain – most children killed before birth don’t – and we do a disservice to the great cause of life by supporting false laws that pretend pain is the reason to protect human life.
The act has morally positive intent and morally positive effects. It is not wrong to desire the unborn not be subjected to pain. In fact it is very good. Therefore, it is worth supporting.
Your objection is only that there is an even more important reason not to conduct abortion, which is not really an objection at all, but a better explanation of why abortion is wrong.
To not support it is to pass up an opportunity to stop at least some tangible acts of extreme evil from occurring. The harm you’re concerned about of misunderstanding why we protect human life is indirect.
Unfortunately, if it passes, the ink in Governor Walker’s signature will still be wet when a federal judge strikes it down.
I really do like Bishop Morlino for his support of the Traditional Mass and Catholic orthodoxy. Since I have high expectations of him, I must say that I’m deeply disappointed by the prayer he offered at the assembly. How can a Catholic Bishop offer a public prayer without invoking the Holy Trinity or the name Our Lord? I can’t understand this. It is no accident – this is a common occurrence. Why do Catholic priests and Bishops, apparently even the good ones, fall into the sin of human respect that they are afraid of mentioning the name of Jesus or the Holy Trinity when they pray at these events?
