At least for wordpress.com (though .org may be the same), the only way to kick-start the widgets is too add another one (anything at all) and then after saving the changes and refreshing the page, erase the extra widget. Good luck.
Father George: That doesn’t work with this problem.
The sidebar widgets may not be recognized by the new theme; you may need to manually repopulate the sidebar if that’s the case. (I’ve experienced this in the past with my own website, though not specifically with the SiteMeter code snippet.)
If, on the other hand, it’s hard-coded into the old theme, you may want to hard-code it into the new theme.
It is hard coded in this present theme, I think. I am not sure where it has to go in the new theme, or how to write it.
Okay, if we work with that assumption, you can embed the SiteMeter code in the footer.php file. In the WordPress dashboard*,
1. Go to Design > Theme Editor.
2. Using the drop-down menu on the right-hand side, select the name of the theme you wish to edit.
3. Click “Footer (footer.php)” to bring up the footer.php file in the editing window.
4. At the bottom of this file you will see

. Paste the SiteMeter code (provided in your SiteMeter Manager) before these two tags.5. Save.
*I’m assuming a couple of things here: first, that you know how to edit themes from the WordPress dashboard (I think that’s a reasonably safe assumption); and second, that the new theme files are writable from the WordPress dashboard (WordPress will not display a “save” button if the file isn’t designated as writable.)
You can also edit the new footer.php file on your local machine and upload it to the server if you’re more used to doing that.
